MEETING BETWEEN ELENA PETROVA, PSY.M, DIRECTOR OF THE PRO AND ARMEN GRIGORYAN, UNDP RESIDENT REPRESENTATIVE

On Tuesday (27.08.2024), the Director of the Public Revenue Office, Elena Petrova, Psy.M. met with the UNDP Resident Representative in our country, Mr. Armen Grigoryan. At the meeting, they discussed about previous cooperation between the UNDP and the PRO, as well as the continuation and upgrading of the cooperation in the future. At the meeting, a review was made of the previous projects with UNDP, i.e. of:

  • the challenges ahead of the PRO for the practical implementation of transfer pricing audits- a project implemented through "Support to Public Finance Management Reform in the Republic of North Macedonia in the area of international taxation and local taxes" supported by Slovak government, through which a series of trainings were carried out, and a working group of the PRO prepared an Action Plan for the implementation of activities related to capacity building for transfer price audits
  • Tax inspectors without borders (TIWB) program, through which the capacities of the PRO to determine fair taxation are strengthened, based on the "arm's length" principle, a standard that has proven to be practical and balanced for both tax administrations and taxpayers, and with which transfer prices between related and unrelated enterprises can be estimated, under similar conditions and economic circumstances, thereby preventing double taxation and tax evasion.

The informal economy, that is, how to identify the gaps in the fight against the informal economy, is another area in which the two institutions have cooperation, where UNDP provides support in terms of developing indicators for monitoring of the informal economy.
There is also cooperation in the area of automatic exchange of information as an obligation of the country, mostly in the area of international taxation. 

The Ambassador expressed satisfaction with the long-term cooperation, with the hope that that cooperation will continue in the future, both in the areas for which UNDP provides support, and for additional areas of interest to the PRO.

The Director emphasized that the support, that the PRO receives from various donors in the form of expert advice, study visits, trainings, etc. is welcome and it should be aligned with the needs of the PRO to strengthen the capacities and with the reform course, while at the same time there should be no overlapping of donors and there should be sustainability, which means that the acquired knowledge should be integrated into the current processes and become part of the daily work of the PRO.
